Speaking at the Congress, the current first Deputy Prime Minister Truong Hoa Binh assessed this as an important event, marking the development of the organization and operation of the Vietnamese notary on the way of more than 30 years of establishment and development.
The Deputy Prime Minister also said that, as a judicial assistant profession, notaries need to enhance their sense of responsibility and comply with the law. Notaries need to have professional vocational skills, notary profession code of ethics to ensure the complete safety for parties in a transaction
The purpose is to create trust for people and businesses so that notaries are really "preventive judges", gatekeepers for contracts and transactions.
“To do so, each notary needs to be aware and act with their best efforts to constantly learn, cultivate ethics and professional courage, improve knowledge and practical experience as well as professional vocational skills," said Deputy Prime Minister Truong Hoa Binh.
As the Deputy Prime Minister emphasized that Vietnamese notaries now have a "common home" in the Notary Association of Vietnam, he hoped that the Association would consolidate and develop the Notary Associations as well as notarial practice organizations all over the country.
Simultaneously, he hoped that the Association can actively participate in activities that help the relevant authorities in organizational management and notarial activities, perform their function in a good way as a focal point for unified representation, protect lawful rights and interests of notaries; strengthen professional exchange among notaries from other countries in the areas and in the world.
After the two working days, the Congress also discussed and approved the draft Political Report and the Charter of the Notary Association of Vietnam. These are important documents summarizing and evaluating the development of notarization in Vietnam, determining the operation principles, setting the direction and tasks of the Association based on the nature of socio-professional organizations, self-regulatory organizations
The Congress also elected 69 members of the National Council of Notaries Public, 11 members of the Standing Committee of the Notary Association. Mr. Tuan Dao Thanh who is the chairman of the Notary Association of Hanoi was elected as the chairman of the Association.
At the Congress, the representative of the Notary Association of Ho Chi Minh City handed over the authority of the 84th member of the International Union of Notaries to the newly elected leader of the Notary Association of Vietnam
